Citizens can access costless the services provided by the Citizen Advice Bureau Oradea, social service hosted by Ruhama Foundation, initiated in partnership with the Social Community Administration of Oradea – Local Council Oradea in order to support people in solving various problems they face.

Citizens with various issues in domains of health, social insurances, social work, labor relationships, consumers protection, civil rights and duties, property, taxes, education, notary procedures, child protection or public services, can address the service by phone at 0259 479 454, by email at This e-mail address is being protected from spambots. Daily, for 6 hours, the team of counsellors will continue to be available to citizens: Monday and Wednesday from 11.00 to 17.00 and Tuesday, Thursday and Friday from 8.00 to 14.00.

In 2007, 953 citizens from Oradea City and Bihor County accessed the services provided by the Citizen Advice Bureau Oradea. Out of the 953 citizens, 44% are women and 56% men. Reported to age, 37,68% from the citizens who addressed Cab are over 50 years (349 people), 31,85% are between 25 and 50 years and the rest of 30,45% are under 25. 77% from the citizens addressing CAB are living in urban areas and the rest in rural areas. CAB Oradea provided services to Romanian ethnics (62%), Hungarians (12%), Roma (12%) and others (1%). Regarding education, people with medium education level accessed CAB services most often (38%), followed by people with primary education (19%) and people with high education (13%).

A large number of citizens have found ways to solve their problems within the CAB office. Local media, important collaborator of CAB Oradea, had an essential role in informing citizens about the possibility to access this social service. Various systematic issues of the citizens have been brought in attention to parliamentarians of Bihor County in order to be addressed through new legislative initiatives at central level and proposals to improve local policies will be made to local authorities. The Citizen Advice Bureau Oradea provided, in cooperation with different local partners, group counselling and individual counselling for their beneficiaries.

The Citizen Advice Bureau Oradea benefits of a legislative system daily updated and databases of interest for citizens: database with providers of medical services in contract with the Health Insurances Department Bihor, database with social services in the county, decisions of the local council and county council and various procedures.
