Citizens of Oradea City and Bihor County can freely access the Citizen Advice Bureau Oradea, social service hosted by Ruhama Foundation, initiated in partnership with the Social Community Administration of Oradea – Local Council Oradea to support individuals in solving various issues.

Citizens with different problems in domains like health, social insurance, social assistance, labor relationships, consumer protection, civil rights and duties, property, taxes and fees, education system, notary procedures, child protection or public services, can address by phone at 0259 479 454, by email at This e-mail address is being protected from spambots. The CAB team will continue to be at citizens’ disposal daily, as they have been accustomed since 2002 and the public hours are: Monday and Wednesday from 11.00 to 17.00 and Tuesday, Thursday and Friday from 8.00 to 14.00.

For the year 2008, the two partner institutions are pursuing to consolidate the Citizen Advice Bureau Oradea, based on the partnership approved by the Local Council Oradea through Local Council Decision 251 from 29 of March 2007 and with financial support from European Union, obtained within Phare Program Phare/2005/017-553.01.02 Consolidating Democracy in Romania, Component 1 – Citizen Advice Bureaus, 1.1 Consolidating existing Citizen Advice Bureaus.

Furthermore, various systematic problems of the citizens will be transmitted to Bihor’s parliamentary offices in order to be sustained through new legislative initiatives at central level and proposals to improve local politics will be submitted to local authorities. CAB Oradea will also cooperate with the parliamentary offices to take over the casuistry of citizens who addressed the offices with different problems and to get involved directly in informing and counseling them. 2008 is also the year when CAB Oradea extends its services to localities from Metropolitan Area Oradea and the county, in order to provide information and counseling services to citizens from rural area. In order to support the authorities, CAB Oradea will provide monthly free information and counseling services to convicts from the Penitentiary of Maximum Security Oradea and to beneficiaries of different social services of the partner institution Social Community Administration of Oradea and other NGOs.
