In January 2007, the NGO Coalition for structural funds - of which Ruhama Foundation is member - has been requested by the representatives of the ministries responsible with implementing the cohesion's politics in Romania, to assign their representatives in the Monitoring Committees. The Coalition assigned for the two positions indicated in the Monitoring Council of the Regional Operational Plan the representatives of the organisations Terra Mileniul III (Lavinia Andrei) and National Association of the Citizen Advice Bureaus (Dorian Filote).

Later in the progress, without any prior information, the Ministry of Development, Public Works and Housing decided the constitution of a new Monitoring Council and, respectively, the replacement of the organisations assigned by the Coalition with other organisations.
