The Coalition for NGO SecToR Consolidation (STRONG Coalition) conducted the financial analysis of the social services provided at Bihor County level, making use of the Law 544/2001 regarding free access to information of public interest.

The Coalition for NGO SecToR Consolidation (STRONG Coalition) from Bihor County has achieved the financial analysis of the social services from Bihor County, provided in both public and private system. The analysis was made by collecting information of public interest from the public institutions that created and developed social assistance programs and from private providers of social services (NGOs). The financial analysis was conducted in order to verify the hypothesis according to which the local budget has available funds to develop activities of social assistance but these funds are not distributed efficiently enough.

According to the National Strategy for Social Services Development for 2006-2013, elaborated by the Romanian Government, ''the citizens' welfare requires to ensure a sustainable financial balanced and it can be achieved only by developing a system of social protection of high quality. Thus, the social allowances have to be diversificated by considering the evaluation of the real needs of people, groups and communities, trying simultaneously to avoid dependency on the system by developing the "active" sides of the social protection: employment, social services". Despite all these, in Oradea City, in 2007, social allowances are draining a percent of 70% from the total amount allotted for social assistance, whilst social services are benefiting of only 16% of the allotted budget, the rest of 14% being destined for administrative costs.

From the 16% allotted to social services, the equivalent of 3.725.000 RON (1.100.000 EURO), only 5% - 125.000 RON (37.300 EURO) are alloted to the approximately 100 social services created and developed by associations and foundation in Oradea City, assisting over 2.000 beneficiaries. The amount alloted to the 11 social services created and developed by the local public authority, reporting a number of approximately 1.000 beneficiaries, is 3.600.000 RON (1.074.000 EURO).

The 28 NGOs members of the STRONG Coalition will propose to the local public authorities more efficient ways to allocate the budget for social assistance, to increase the amounts alloted from local budget for social services of NGOs as subventions under the Law 34/1998 and to include the SOCIAL domain among the financeable domains under the Law 350/2005. At the same time, the STRONG Coalition will request the authorities the real consultation of the NGO sector in elaborating the public policies in social field.
