identity papers roma ruhama foundation bihor countyFrom January 2008 to January 2009, the Ruhama Foundation in partnership with the Bihor County Council - The Territorial Public Order Authority Bihor, the Bihor County Records, the Bihor County Institution of the Prefect through the County Office for Roma, County Police Inspectorate Bihor, SPCLEP Alesd, SPCLEP Marghita, SPCLEP Sacueni, SPCLEP Valea lui Mihai, SPCLEP Beius, SPCLEP Stei, SPCLEP Salonta and SPCLEP Oradea ran support activities for Roma people without identity, civil status and property documents, to obtain these documents.

Roma people from over 47 territorial administrative units in Bihor County (Alesd, Batar, Balc, Budureasa, Buduslau, Balnaca (com. Suncuius), Bogei (com. Tauteu), Beznea (com. Bratca), Cefa, Cheriu, Chet (oraşul Marghita), Ciumeghiu, Cubulcut (oras Sacueni), Curtuiseni, Dobresti, Diosig, Finis, Gepis (com. Lazareni), Gepiu, Girisul de Cris, Glimea, Grui, Hidiselul de Sus, Ineu, Ioanis, Lugasu de Jos, Oradea, Ortiteag (com. Magesti), Osorhei, Osand, Popesti, Rieni, Salonta, Sacueni, Salacea, Sannicolaul de Munte, Sannicolau Roman, Santelec (com. Hidiselul de Sus), Silindru (com. Simian), Tamasda (Com. Avram Iancu), Tasad, Tarcea, Tetchea, Telechiu, Tinca, Tileagd, Vadu Crisului, Vasad (com. Curtuiseni)), were supported to obtain birth certificates, late registration of children who are over 1 year old and have no birth certificate, identity cards and other documents that enable people to exercise their rights as Romanian citizens, within the frame of the Phare projects entitled KON SEM ME? (Who am I?) - Facilitation of obtaining identity s, civil status and property documents of Roma citizens in Bihor County.

Hence, 5.123 people have been informed and counselled regarding the importance of the identity and civil status papers. An information and counselling campaign regarding identity papers took place in the Roma communities, where 5.000 people learned about identity papers and assistance given to Roma citizens to obtain their civil and social rights and access public services. Over 100 people were assisted to obtain their civil and social rights and to access public services (school enrolment, state allowance, registration to the family doctor, participation to professional trainings). The necessary steps were taken to put in legality the lands of 499 households (100 Budureasa, 100 Soimi, 34 Ciumeghiu, 9 Cefa, 180 Alesd, 76 Sacuieni). Also, 1.496 cases of people with problems regarding identity and civil status papers were solved, as it follows: 771 civil status certificates obtained, 657 identity cards obtained and 68 files submitted in trials for late registration of birth.
