The Citizen Advice Bureau Oradea, accredited social service of Ruhama Foundation, established in Oradea in partnership with the Local Council Oradea, Social Community Administration Oradea, mediates the issues raised by citizens to the competent authorities and decision-makers from local and national level. The problems of the citizens from Oradea City’s districts are debated within the public hearings where citizens are invited to participate periodically, in three major districts of Oradea: Rogerius, Nufarul and Iosia.

The citizens’ problems which claim legislative changes at national level are being brought in attention to the Deputies and Senators of Bihor County. The team of specialists from Ruhama Foundation informs the parliamentaries of Bihor County about the required changes so through the members of the Romanian Parliament these legislative changes can be initiated for the public interest. Until now, two legislative proposals forwarded by the Citizen Advice Bureau Oradea have been taken over and proposed with the view to debate in Parliament: one legislative change affects the pensioners with disabilities. Hence, the facility provided by the Law 448/2006 regarding protection and promotion of rights for people with disabilities, art. 26 that exempts people with disabilities that are active in labour from tax on income obtained from salaries, is proposed to be extended to the incomes obtained from pensions by people with critical disabilities.

The second legislative proposal aims to change the recognition/denial of fatherhood. According to the current regulation of the Family Code, the lawsuit for fatherhood denial can be done only by the mother’s husband (legal father), as well as by the mother or the child. We call to change the article 54 from the Family Code by including the biological father among the persons who can start lawsuits for fatherhood denial.

The members of the Parliament who registered these two legislative proposals on the February 4th 2009 are UDMR deputies Derzsi Akos, Lakatos Petru and Peto Csilla-Maria.
