The Romanian Ministry of Education, Research and Youth – General Department for Education in Minorities Languages and Relationship with Parliament, in partnership with Ruhama Foundation, is implementing in the period November 2008 – December 2009 the strategic project ALL IN KINDERGARTEN, ALL IN FIRST GRADE. Integrated programs to increase access to education and the educational level of the children from disadvantaged communities, with focus on Roma, financed by the European Union through the Sectoral Operational Programme Human Resources Development 2007-2013, Priority Axis 2 “Linking lifelong learning and the labour market”, Key Area of Intervention 2.2 “Preventing and correcting early school leaving”.

The general objective of the project is to prevent and correct early school leaving among children of 5 to 8 years old from 420 disadvantaged communities, with high weight of Roma, mainly in rural and small urban localities from Romania, by implementing educational alternatives for pupils and their parents.

The specific objectives of the project are:

  • to increase access to preschool and primary education for 8.000 children for disadvantaged communities, with focus on Roma, by participating in education programs such as “Summer Kindergarten”, “Afterschool”;
  • to build up basic competences and skills of the children from the target group by developing an adequate curricula, including didactic materials, for the implemented alternative programs;
  • to diminish the early school leaving risk for the children from the target group by carrying out information and counselling activities addressed to their parents (“Parents School”);
  • to increase the efficiency of the proposed education programs through specific professional training of the personnel involved in the implementation;
  • to analyze the consequences of the implementation of flexible education programs for children from the target group by conducting a systematic study of the obtained outcomes;
  • to increase the awareness of the target communities members on the issue of early school leaving risk for children, through specific information channels.

The educational programs initiated within the project will be implemented at national scale in 420 disadvantaged communities, in 10 locations of each county.

Outcomes:

  • 8.400 children with early school leaving risk, mainly children from rural areas, Roma community or poor families, participants in the program “Summer Kindergarten” at national scale;
  • 6.000 pupils with early school leaving risk, mainly children from rural areas, Roma community or poor families, participants in the program “Afterschool” at national scale;
  • 2.100 personnel trained and involved in the implementation of the alternative education programs: Summer Kindergartens, Afterschools, Parents Schools;
  • 10.000 parents/tutors of the pupils with early school leaving risk, mainly from Roma communities, rural areas and poor population, benefit of information and counselling regarding children education;
  • 5.000 parents/tutors of the pupils with early school leaving risk, mainly from Roma communities, rural areas and poor population, participants in the program “Parents School”;
  • 8.000 children from disadvantaged communities/families (including those from the program Summer Kindergarten) benefit of subsidies consisting in basic vestimentary kits to enrol in 1st grade, composed of seasonal clothing and shoes (sport outfit, shoes, sweater, jacket, boots, hat, gloves, underwear);
  • 420 representatives of the disadvantaged communities – the community promotors – trained and activated for the community development process;
  • one education kit for preschool preparation named FROM HERE... TO 1st GRADE, containing the handbook for 23 days of preschool preparation and the due didactic materials and the guide for the Summer Kindergarten teachers;
  • one sociological study over the results obtained through the implementation of the flexible education programs for children and parents, useful to substantiate new educational policies in the field;
  • 2 legislative proposals to implement the substantiated educational policies;
  • to increase with 10% the percentage of children of school age, enrolled in first grade, from the 420 disadvantaged communities;
  • to reduce with 75% the school drop-out ratio in first grade among the pupils from the 420 disadvantaged communities;
  • to increase the awareness among disadvantaged families, with focus on Roma, on the paramount importance of the children education and parents involvement to support them;
  • to increase with 20% the cohort of pupils of first grade from the disadvantaged communities, maintained in the education system;
  • to increase with 40% the level of preschool preparation of the children from disadvantaged communities in order to integrate them in school;
  • to establish the National Network of School Teachers for Inclusive Education, as professional network and platform for specific training and exchange of best practices.
